LOS ANGELES (AP) — the father and two girlfriends of a convicted killer caught because the murder scene was tattooed on his chest have been charged with helping him collect more than $20,000 unemployment while in jail.
LA County prosecutors say 47-year-old Juan Garcia, 45-year-old Sandra Jaimez and 25-year-old Cynthia Limas were charged Monday with counts including theft and conspiracy.
They are the father and girlfriends of Anthony Garcia, nicknamed “Chopper,” who is serving 65 years to life in prison for the 2004 killing of a gang rival in Pico Rivera. he became a suspect because a tattoo on his chest showed the liquor store crime scene.
Prosecutors say the three people submitted false claims to collect unemployment in his name, splitting the proceeds between themselves, Garcia and members of his Rivera 13 gang.

Why Los Angeles Will Outpace Silicon Valley As The Tech Startup Capital

When I moved to Los Angeles in 2008 from San Francisco, I wasn’t very excited about the move because I’m a technologist and moving away from the tech hub of the world to the land of Botox seemed like a really bad career move. I assumed that the people of Los Angeles were disingenuous, attention whores and didn’t know anything about technology.
My husband coerced me into moving to SoCal because he would rather get a tattoo of Tinkerbell than rent an over-priced faux-loft in San Francisco. He asserted that the Web 2.0 or tech startup people do the same thing day after day, go to the same bars, the same coffee shops and work on products that aren’t discernible from a pet rock, and are geared toward the same 100 bot followed Twitter celebrities that are stuck together with gorilla glue on a postage stamp.
I didn’t agree with him, of course, because I was having a great time riding my bike 1.2 miles every day to my favorite coffee shop and then to the music marketing tech startup where I worked. after a day of tweeting all of the awesome agile releases we did, I would head to my favorite bar in the Mission District and hangout with web celebrities hoping they would mention my name when they tweeted.
Once I moved my pod of stuff to the beach in Los Angeles, my world opened up like a fairytale pop-up book. My view on what was technically possible through the eyes of graffiti artists, photographers, entertainers, musicians, talented technologists and even surfers while having a 10 mile radius of personal space looked a lot more interesting. I began to realize that only hanging out with technologists allowed for a very narrow view on the world and that living within 46.9 square miles versus 100 times that was akin to living in an Amish community and trying to comment on the new Tesla Model X. Or a fish bowl, take your pick.
In 2010 I co-founded a tech startup and began to meet other people in the LA startup community and was pleasantly surprised to discover how many there were–and I was pleased to see how many are run by women. AngelList, a community of startups, lists 1400 startups and 1300 investors in LA and that’s just a subset of the total number.
Recently The Lean LA Startup Circle hosted a panel of LA Incubators led by the a well know Silicon Valley based Angel Investor, Dave McClure. Other than the fact the panel was all white men (something Dave pointed out and said that there is a real opportunity for women and people of color to start an incubator) it was very well moderated and full of useful nuggets for aspiring LA entrepreneurs.

The panelists discussed how much they fund, the kinds of companies they fund, what the LA tech scene is like and the LA based startups they really like:
- ChowNow – meal ordering platform for restaurants
- look.io – real-time support plugin for mobile apps
- Tapshare – social photo sharing
- BetterWorks – employee recognition and rewards platform
- gonna be – stealth
A few others were mentioned but they didn’t come up on the first page of Google Search. three letters: S – E – O
As you can see, these startups are very diverse and I don’t see a compelling reason for them to be built in the Silicon Valley when they are getting funding and support in LA.
Dave McClure pointed out that LA is prime for entertainment startups because it has celebrity, music and media, and distribution. Ignoring the pigeon hole statement, it’s true that LA can do a better job of taking advantage of its assets, but it also has a thriving outdoor community, ethnic diversity, geographic diversity, just to name a few.
So, what does LA need to really get on the map in the world of tech startups and not just the home of Botox connoisseurs? Dave said BS to needing more tech talent (+1 from me); instead LA needs tech talent that is interested in entrepreneurship. We also need prominent investors such as Mark Suster of GRP Partners to speak up about the opportunities in Los Angeles, and for the startup community to take the reins and educate, train and mentor technologists interested in entrepreneurship. and for those that need coffee shops to work out of, LA has quite a few that house world barista champions.

Poll should tattoos be considered a form of child abuse?
NASHVILLE — the sponsor of legislation that seeks to strengthen a Tennessee law prohibiting the tattooing of minors says the measure also would help fight gang activity, even though critics lament the proposal could be burdensome.
Currently, a person under 18 cannot get a tattoo. A 16-year-old can be tattooed to cover up an existing tattoo, but only with the consent of a parent or guardian, who must be present during the procedure.
Rep. Antonio Parkinson’s proposal would mirror the state’s child abuse law, which requires signs of abuse to be reported to law enforcement or an entity such as the health department. those making the report might be a physician, a police officer or someone in education, such as a teacher.
“Just like if a teacher sees a minor with a bruise on their back, minors with tattoos would be reported the same,” Parkinson said of his bill.
The Memphis Democrat said he proposed the legislation after hearing about places where minors were being tattooed illegally, and possibly risked being exposed to equipment not properly sanitized.
He said one woman told him her teenage daughter got a tattoo at such a place. the mark ended up costing the girl her job at a fast food restaurant that didn’t allow its employees to have tattoos.
Parkinson said he believes the proposal also would benefit law enforcement because many of the illegal parlors give tattoos to teenage gang members.
“A lot of tattoo artists don’t do gang tattoos in legitimate tattoo houses,” he said. “If a minor is found to have these tattoos, this is a way for us to find out where they came from and actually penetrate the criminal enterprise the gang members are utilizing.”
Kristin Helm is the spokeswoman for the Tennessee Bureau of Investigation, which is among law enforcement battling gang activity that’s becoming more prevalent in parts of the state.
She said the agency can’t comment on the usefulness of the bill because it doesn’t know how “procedurally it would work and how TBI would be, or not be, affected.”
At least 39 states have laws prohibiting minors from getting tattoos, according to the National Conference of State Legislatures. Thirty-one states have laws that prohibit both body piercing and tattooing on minors without parental permission.
As for the reporting component of Parkinson’s legislation, critics feel it would be burdensome, especially for teachers who they say already have enough responsibility handling their students.
“We don’t need to turn teachers into policemen,” said Tennessee Education Association lobbyist Jerry Winters. “They have enough on their plate already.”
State Rep. John Deberry said the responsibility of checking teenagers for tattoos, or gang signs, should lie with their parents.
“Who let them out of the house with that?” said the Memphis Democrat. “At some point we’ve got to put attention back on the parents, and parental responsibilities, and just keep it there.”
Regardless who notices the tattoos, Parkinson, a firefighter and retired Marine, said he also wants to send a message that minors should think twice about getting a tattoo — which can leave a permanent mark even if it’s covered up.
“We’ve heard about minors as young as 9 having tattoos on their bodies,” Parkinson said. “At that age, they’re not necessarily thinking about their future as it pertains to them entering into the workforce. some employers will look at the tattoos and view them as not being appropriate. that in turn will cause these minors to be judged before they’re even allowed to show who they really are, or their capacity of thinking.”
Dan Haskell, general counsel for the Tennessee Hospitality Association, said restaurant and hotel owners have a right to say whether their employees can have tattoos or piercings.
“It’s just not at all unusual to have policies about piercing and tattoos,” he said. “And certainly how you dress is an issue in many places.”
James W. Lewis is president of the National Society of High School Scholars. he said he understands the pushback some companies may have about tattoos or piercings, but he said those individuals who are turned away because of their appearance may actually be very talented and could be an asset.
“It may be exactly the person they need to hire,” Lewis said. “We can’t really judge an individual by the color of their skin or what they may have applied to their skin. we have to … look at the qualities of this next generation, because they are our leaders.”
